Important Notice: Canada Revenue Agency Changing Income Tax Deduction Requirements for Disability & Rehabilitation Benefits

A change by the Canada Revenue Agency (CRA) will affect the way the HEB Manitoba Disability & Rehabilitation (D&R) Plan is required to deduct income tax from monthly D&R Benefit payments.

Effective January 1, 2015, HEB Manitoba will deduct federal and provincial income tax from monthly D&R Benefit payments based on CRA Payroll Deductions Tables. Previously, claimants selected the amount of income tax to be deducted from their monthly D&R Benefit.

Please note that no action is required by members or Participating Employers with respect to the change.

Members receiving monthly D&R Benefit payments will receive a letter from HEB Manitoba by January 30, 2015, outlining:

  • The amount of income tax that will be deducted from their monthly D&R Benefit payment
  • Their net D&R Benefit amount.

Bill C-13 Update The Government of Canada recently passed Bill C-13, a law that amends the Canada Pension Plan (CPP) and Employment Insurance (EI) Acts to require the remittance of CPP contributions and EI premiums on benefits received from employer-funded disability plans.

The Canada Revenue Agency has since confirmed that long-term disability benefits payable from the Healthcare Employees’ Benefits Plan Trust are not insurable or pensionable under the EI Act or under CPP. Therefore, additional deductions from HEB Manitoba D&R Benefits are not required with respect to Bill C-13.
